question about LTCF
new to the forum just wanted to ask a quick question, thanks in advance.
my wife and i are going to be moving to west chester in a few weeks, from NJ. i was wanting to know what would be required to get an LTCF? do the references have to be in the same county, or even the same state. only asking since we don't know anyone that lives in the area.

Be a resident, and have $20 and not prohibited. The only actual requirement for references is that they not be family members. Some sheriffs list additional requirements, but that isn't supposed to be allowed. And in practice, most people seem to be approved even if they don't conform to the additional restrictions.
However, on the practical side, you could ask here in the local county sub-forum if anybody local to you would like to meet up for coffee and talk to you to see if they feel like being your references. Also, a PA driver license will probably make the process less stressful.

The Chester County Sheriff does not take cash, bring a money order or a check.

You have to have your PA drivers license. Other than that, there is no "time in residence" requirement.

I also moved from NJ to Chester county. I put down two references from NJ and pointed it up to the deputy. He simply made a note of my recent moving fro NJ and the LTCF was issued in 2-3 weeks without problem.

This depends on your county. Technically, this is true, and your application can't be denied because your ref's don't live in your county, but some sheriffs will simply flat-out refuse to accept the app because of it. If they do, DON'T TAKE THEIR BULLSHIT. Be assertive and make it obvious that you know what you're doing.

They don't legally have the option to ignore the application. You give it to the clerk with the $20 and they received it. The clock starts for them to approve you or send you a certified letter explaining why they denied you. References from out of state is not a character issue and it isn't a listed prohibitive offense, therefore it isn't legitimate grounds for denial.
