"Standard " 3 weeks? Lanco issued mine in 10 minutes while I watched, with a line of people also waiting a few years ago. And a year or so later when my wallet went missing, I went in for a replacement and they issued me a new one AGAIN in 10 minutes, again with a line. Where I live now in Berks, the Sheriff runs "clinics" at different locations around the County to make it even easier to get/renew permits.
Anybody who takes that long, even with a high population, isn't doing their job.Don't sweat the petty stuff, and don't pet the sweaty stuff.
