PA State Police Commissioner on guns
Just got this from my state rep:
State Police Commissioner Col. Frank Noonan Sets the Record Straight on Putting New Gun Restrictions on Law-Abiding Citizens: During the House Appropriations Committee’s budget hearing with the Pennsylvania State Police this week, Col. Frank Noonan echoed what many Second Amendment rights advocates have been saying for years, when he responded to a question about license to carry with, “The issue with license to carry and all these different laws is that the criminals don’t pay attention to them anyway. I’m not sure that [license to carry laws] will have an effect on crime. What I do think has an effect is arresting criminals and making sure they understand that if you use a gun, you are going to jail for a very long time.” I applaud Noonan’s answer and thank him for his work to protect Pennsylvania!

It is nearly impossible to get this sort of opinion from the top of any large police organization or police union. I am assuming this gentlemen was appointed (by Governor?) and not elected?
