    Default Is this statement true?

    Except for within Philly or during a declared state of emergency no "permit" is needed to carry a handgun OPENLY ON FOOT. Anyone who can lawfully possess a gun can carry it openly without a license afoot. This modification will really have no impact other than to appease the anti-gun folks. The Florida permit is still valid within a vehicle since PA's statutes specifically states that ANY license from any state is valid within a vehicle.

    Section 6106(b)(11):

    (11) Any person while carrying a firearm in any vehicle, which person possesses a valid and lawfully issued license for that firearm which has been issued under the laws of the United States or any other state.
    I don't know what it means to have a license "for that firearm".

    This is an interesting point.

    However if the AG can void non res FL permits the permit is still invalid.

    It's a great argument and I agree with it. The way the statute is written it appears to be a catch all phrase to prevent people who possess a valid LTCF, CCW, CCP, etc. from becoming criminals for carrying a firearm in a vehicle that would otherwise be legal.

    If anything this is a real "loophole" that goes to show how incompetent Kane really is. So even if she says you can’t carry with a Florida CCW, it would appear you could still carry in a vehicle since it was issued lawfully under the laws of Florida and that is what the statue allows.

    Everything above is TRUE.

    The Kane edict only affects Pa's reciprocity. As such the holder of a FL CCW holder, regardless of residence, is exempt from the 6106(a) and adjunct prohibitions WHILE IN A VEHICLE.

    I would guess that if your license/permit is from a state that lists specific guns on the license/permit (I am thinking maybe NY or CA), then the section only applies to those listed guns.
