stripped lower manufacturers in PA? western PA even better
Does anyone know of any manufacturers of stripped lowers in PA? It would be nice to be able to pre-order from somewhere that wouldn't require involving an FFL.
Double bonus points if they are in western PA.

IIRC, manufacturers need to ship to a FFL... so if that's your reasoning, it would seem to be a moot point.

Re: stripped lower manufacturers in PA? western PA even better
I must say this piqued my curiosity! I've never thought about going directly to a manufacturer location and purchase lower receivers directly. I'd imagine they need to perform a PICS check and do proper transfer since they are a class of FFL, correct?
Anyway, Lancer is out of Allentown, PA. They make AWESOME billet receivers with the interchangeable magazine wells. I wonder if they have a storefront, though I think it's unlikely. They are probably working their tails off to supply resellers right now.
I believe there is at least 1 more manufacturer that is based in PA, but for the life of me I can't recall what the name is.

I found a listing on the BATFE website...
http://www.atf.gov/about/foia/ffl-list.html
If you go there you can find a listing file by state (or for all states) in Excel format. From there you can narrow it down to license type 07 (Manufacturer of Firearms Other Than Destructive Devices).
After doing that and filtering to the 2-digit zip code I'm in, there are still ~50 left.

Cool list!
I found the one I couldn't think of from the list: Lanco Tactical. http://www.lancotactical.com/catalog...roducts_id=143

Re: stripped lower manufacturers in PA? western PA even better
This might be a stupid question, as I am definitely NOT an expert, but is this "private transfer" really possible? Could an FFL 07 licensee (manufacturer of firearms) ever transfer to a non-licensee an firearm which he has acquired in his capacity as an FFL holder, in this case by manufacturing the said firearm, without a form 4473? How would he log the firearm out of his bounded book? Have I overlooked something really significant?
