Since Utah is granted statutory reciprocity (Category 2 - not under a written reciprocity agreement), all UTAH licenses as still recognized in Pa regardless of state of residence (at least for now).

Thanks tl 3237, so basically if you have a category 1 license you must be a resident of the category 1 state, or is it just with Florida

What interests me is this.
Many of the permit holders previously were denied carry privileges by Philadelphia Police, which has that discretion under state law.
Or does the idiot writing this article have no idea what PA's laws are?

Good question, it depends on how you'd define "upon." Not sure if that applies to people in vehicles or not.
No person shall carry a firearm, rifle or shotgun at any time upon the public streets or upon any public property in a city of the first class unless:
(1) such person is licensed to carry a firearm; or
(2) such person is exempt from licensing under section 6106 of this title (relating to firearms not to be carried without a license).Any mission, any conditions, any foe at any range.
Twice the mayhem, triple the force.
Ten times the action, total hardcore.
