Not a bad idea except for the underlined part. An FFL could buy the handguns but he could not sell them until he was back at his place of business and had logged them all into his bound book. Then the buyers would have to go there to do the paperwork and PICS. Plus, would the people selling them to the FFL be willing to give the FFL their name and address (which is needed for the acquisition portion of the FFLs' bound book). When they turn them in to the police, IIRC, there are no questions asked. Toss it into the pile go to the next table and get your $100 Visa Card (or whatever).

The kinds of people who love gun buybacks are exactly the same kinds of people who love book burning events.
If anyone wants to lurk near a gun buyback within range of Bucks County, I could probably be persuaded to spend some time as on-scene legal resource. I'd like to see someone outbidding the cops for collectible guns and modern sporting rifles like the AR-15. Cops can't legally ban pedestrian traffic or legally-parked vehicles nearby, even if the pedestrians or the cars have some signage. Print up your T-shirts now, "I BUY RIFLES AND SHOTGUNS & PAY TOP DOLLAR, NO QUESTIONS ASKED", for example.
I looked at Midway's web site, and they have nothing at all with the words "AR-15 receiver" anywhere in the text. Nothing. "SOLD OUT - NO BACK ORDERS" for everything. No way I'd be OK with the govt buying a complete rifle for $200 in sneaker vouchers or whatever, then sending it off to the smelter, not while law-abiding Americans are unable to buy the parts or complete rifles.Attorney Phil Kline, AKA gunlawyer001@gmail.com

What is that pistol at the very top on the left? It has an exposed hammer and what looks to be a tangent peep sight. Looks very collectible.
I hope it doesn't make the melt pile.

Well, here is what I heard from the BATFE. I'm sure the state has exemptions for them also:
"Federal regulations in 478.141 – Exempts the transportation, shipment, receipt, possession, or importation of any firearm or ammunition imported for, sold or shipped to, or issued for the use of, the United States or any department or agency thereof or any State or any department, agency, or political subdivision thereof.
You need to contact your State’s Attorney General Office to inquire about the laws and possible restrictions in your State concerning firearms. A list of their offices is available online at www.naag.org."

You could send GL an invitation and ask him nicely to be present. That should prevent you from needing to be bailed out in the first place.
Does anyone know if there going to be gun buybacks else where in PA, especially in central or west central PA?
