You're under no obligation to engage in any discussion for an application, let alone an interview or interrogation.

I would say that they will know about the arrest, since it apparently showed up during the PICS check to but a gun earlier, leading to your denial.
Yes, I would bring a copy of the appeal/approval letter. The issue will probably come up for discussion. If you chose to talk to them.
The Phila gun permit unit is notorious for denying people for any reason they can come up with. I would bet that refusing to speak with them would not help your cause.

Since your "offense" violated PA Act 26, which is a "weapon's offense" I'd be up front about it. I have no idea what they charged you with, but § 912 Possession of weapon on school property is a deniable offense. The fact that you were denied to purchase a firearm means (to me and IANAL) that something is showing up when your record is run that raises red flags. Better to be up-front and provide them with the reversal than have them deny the application based on false statements. Questions C or D on the application may apply.

Tell them everything. It is much better for you to tell them BEFORE they find out. If they find out, and you didn't mention it, that makes you look McShady.
I was arrested once at a political protest, out of the state. I highly doubt they would ever have found out, but I wanted to be safe. Got my LTCF without problems.

Re: Going For My philly LTCF this thursday.. Some Questions
Like all the above said about being honest up front. I admitted being arrested when i was 15, but they shot me down anyways. I appealed and found out the reason i was denied is because i didn't remember what year i was arrested, only that i was 15 years old. I explained that i couldn't remember exactly what year it was and they granted me my LTCF. Still waiting for it though.
On a side note, YES they can pull up your juvenile record. Also, if you were represented by a juvenile public defender, you can call them up and ask them to help you expunge your record.
