    Question pistol

    my buddy said that there are states that you can buy a pistol or semi-auto rifle with out a back ground check, is that so.????? also he said they only do background checks with-in the state.?????????

    I'm sure there probably are, however, that would probably be for that states' residents only.

    Any resident from another state that buys a handgun in another state must, by federal law, have the handgun transferred to a FFL in his state of residence, where they would then go by the laws of their home state.

    A person from any state can buy a long arm from an FFL in any state, as long as they comply with the laws of the state they are buying it in AND the laws of their state of residence. So if a persons state of residence requires them to have a purchase permit for a long arm, the FFL in the state in which they are buying it will require it also to sell them the long arm.

    Also, the persons state of residence may stipulate that any resident of that state may only buy a long arm from a contigous state (a state bordering that state), or the state in which the person is wishing to buy may only allow OTC long arm sales to persons from bordering states.

    Remember the non resident must conform to both sets of states laws.

    It is referring to one resident of the state selling a firearm to another resident of the SAME state. For example, most states don't require a transfer or paperwork for private sales, handguns included.
