    Default transfer an AR 15

    If a gun is coming from MD to a buyer in PA, what has to happen to make it legal? Its an AR 15, person to person.

    Seller must ship rifle to your local dealer who has a FFL. That's if your dealer will take rifle from a non ffl. You must go to your dealer and fill out paperwork and have a back ground check before you take the rifle. Now if your dealer only takes rifle from a FFL holder then the seller must take the rifle to a local dealer with a ffl and he will ship the rifle to your dealer. Only FTF is if the person that your are buying must live in Pa. Good luck

    All interstate transfers must go through a FFL, except for bequest(thru a will) or intestate succession(family inheritance).

    Long guns can be transferred in ANY state, barring any additional state laws.

    Handgun have to be transferred in the buyer's home state.

    Sooo what does that mean for guns I bought when I was a MD resident but now own as a PA resident???

    so, If I understand correctly, I can have this person bring the AR 15 here to PA, then we go visit a local FFL, do the transfer, all is well?

    Nothing.

    When you move with guns you bought in your prior home state - there is no transfer of ownership. You still own the guns.. ...they didn't transfer to a new person.


    The only time you have to worry about things like that is when a state or municipality has ownership licensing and/or registration. Only 4 or 5 states have registration of handguns, a couple states have or will have long gun registration, a couple municipalities have long gun registration where the host state doesn't overall. Then handful of states require a license/permit/owner ID card to own/buy/possess handguns and/or long guns.

    PA doesn't have any of those. PA only regulates the transfer of "firearms"(handguns, SBS, SBR) with a record of sale.

    Then somebody is saying that it is possible for a person to do an FFL transfer from himself to himself? I don't think so . . . How could a Federal Firearms dealer explain an entry like that into his book?

    If a person legally moves from one state to another where that particular firearm is legal to own without local restrictions, then that should be it.
