PA Non-Resident Permits
Is it possible to get a PA non-resident permit if you're a Maryland resident WITHOUT a MD concealed carry permit?

Re: PA Non-Resident Permits
You have to have a permit from your home state to get an LTCF. So you can't get one without a MD permit. You can get FL,UT,AZ,VA among others so you could carry in PA.

Re: PA Non-Resident Permits
I have a PA LTCF but do not have a CCW permit from NYC.
All NYC issues is a Premises Permit.
PA will issue you a permit if you do not live in a Shall Issue City/State.
PA basically saying "Come to Pa and live like a Free American"!
BTW - was home shopping in Pa last week!
Have to run from BloomCity before I can't afford the tolls!

Re: PA Non-Resident Permits
A PA sheriff is not supposed to issue to a non resident unless that person has a license/permit to carry a firearm from their home state, if that state does issue them.
(e) Issuance of license.--
(1) A license to carry a firearm shall be for the purpose of carrying a firearm concealed on or about one's person or in a vehicle and shall be issued if, after an investigation not to exceed 45 days, it appears that the applicant is an individual concerning whom no good cause exists to deny the license.
A license shall not be issued to any of the following:
<SNIP>
(ix) A resident of another state who does not possess a current license or permit or similar document to carry a firearm issued by that state if a license is provided for by the laws of that state, as published annually in the Federal Register by the Bureau of Alcohol, Tobacco and Firearms of the Department of the Treasury under 18 U.S.C. § 921(a)(19) (relating to definitions).

"Note that Pennsylvania state law regarding firearms requires that a permit be denied to an applicant who lacks a CCW permit from his or her home state unless the applicant's home state doesn't have a CCW permit system. For example, a resident of Illinois could get a Pennsylvania CCW permit since Illinois doesn't have a CCW permit system, but a resident of New Jersey is out-of-luck since New Jersey does have a CCW permit system (as a rule, New Jersey only issues CCW permits to the well-connected). Some Sheriffs, however, still require home-state permits, period."
Some Sheriffs are cooler than other!
In NYC it is up to the Police Commisioner's delegate to OK CCW -in Pa it's the Sheriff
Does MD issue CCW permits?

Re: PA Non-Resident Permits
NYC does not have a Shall Issue CCW system - that is what the sheriff said and he issued the permit. I have renewed it once. I have had it updated when I moved and they still issued it. I have dealt with two different sheriffs!
Maybe the sheriff liked my looks - who knows - but we should not be complaining when dealing with Pro gun law enforcement personal.

Re: PA Non-Resident Permits
If you read the above PA statute, there is nothing there about the other state being shall-issue or may-issue.
It seems you are quite lucky to have gotten a PA license. Although, as mentioned, the sheriffs did not follow the statute by issuing to you.
Now, another question. Is that PA LTCF actually valid since it was issued not according to statute and the person does not have a carry license from NY?
