This rifle is complete. If you were to buy a carry handle to add to a flat top, you would pay $30 for a Chinese copy or $100+ for a quality (new) carry handle.

If you look at it that way, this is coming closer to a $300 rifle as compared to most others in this class that come with no rear sight.
If it comes with a magazine, there's another $10 value.

obvious problem is obvious. the prices of AR parts is still TOO DAMN HIGH!!!
