I'm told/have read that velocity/effectiveness is not drastically reduced by a short (7"-8") barrel the way it is in 5.56.

Personally, it's not a huge concern for me in either, but it's nice to know that my 7" 7.62x39 is not as hadicapped as the 5.56 in that length.

That's a good price. The only thing I'd change is omitting the birdcage flash hider when assembling in favor of a flash can of some sort.
