Preemption letter question

I am starting a letter to the editor for my local paper, and I have a question. The way I read 6120 only the Commonwealth of PA and also the feds can regulate where I carry my firearms.
To my way of thinking I can go into any city, town, municiapality building except a courthouse or jail because they are not allowed to make a local law to stop me. Am I correct or dillusional?
