Re: Allegheny County LTCF quesiton
While i understand what your saying about wanting to avoid a possible hassle, i personally would not transfer the gun into my name. Why should we have to pay (the gun store to do the paperwork) because the police cant be trusted to do their job and uphold the law? I wouldn't do it strictly out of principle.

Re: Allegheny County LTCF quesiton
In Westmoreland County (Greensburg Courthouse, Sheriff's Dept), more than one new LTCF applicant.
Took about an hour because of PICS, but about a dozen processed (couple were renewals), no problems.
They did, however, have a stack of, "They said just to mail it to them," forms, too.
There is Philly (and a couple of other ill-behaved neighbors) and Allegheny, then there is the rest of the state, when we strive to follow laws and use common sense
Hopefully, you can be approved on the spot.I Dial 1911

Re: Allegheny County LTCF quesiton
If your father is currently living "convenient" to you and still has the paperwork from the original purchase/transfer, he could draft a statement that he has given you the gun (include the S/N in the statement) and have it notarized (usually a few bucks or with certain levels of AAA membership, free). Make a copy of the original paperwork (or use the originals) and keep it all together.
It's not legally necessary but if you want to cover both your asses it provides a witnessed document that the gift occurred and if there is ever a question it could make retrieval of your property easier should an ignorant LEO decide to confiscate the pistol because it is "registered" to your father.
