How does one know when a state of emergency ends?
I remember the governor declaring a state of emergency, is there a set time when it ends or does the governor declare when it ends?

The state of emergency will automatically expire after 90 days, unless extended by the governor. I doubt he will extend it. He may call an end to the state of emergency prior to 90 days, but don't hold your breathe.

Ah thanks, I found what I needed in § 7301. General authority of Governor

"no state of disaster emergency may continue for longer than 90 days unless renewed by the Governor"
At the time of this post, the State of Emergency is still in effect until rescinded by the governor or 90 days has elapsed since the initial declaration.

§ 6107. Prohibited conduct during emergency.
(a) General rule.--No person shall carry a firearm upon the public streets or upon any public property during an emergency proclaimed by a State or municipal governmental executive unless that person is:

(2) Licensed to carry firearms under section 6109 (relating to licenses) or is exempt from licensing under section 6106(b) (relating to firearms not to be carried without a license).

How does that apply to the upcoming hunting season where a large number of people hunt on state land?

You need a license, OR exemption. Hunting is an exemption. However, with no LTCF, do NOT stop to get coffee with your long-guns in your vehicle. Normally you don't need an LTCF to keep a long-gun in your vehicle 24/7. During a state of emergency you do. So, if you have no LTCF, just keep all your crap unloaded, go directly to hunt, come directly home after the hunt (still unloaded).
P.S. Long-guns must always be unloaded anyway. Same with handguns in vehicle without LTCF. So basically, nothing changes for hunters without an LTCF, except if you are a long-gun shooter you can't stop for coffee, or leave your guns in your vehicle 24/7. The state of emergency is under the following subsection:
§ 6107. Prohibited conduct during emergency.
"Firearms" for the section § 6107 is defined under
(c) Definitions.--As used in this section, the following words and phrases shall have the meanings given to them in this subsection:
"Firearm." The term includes any weapon that is designed to or may readily be converted to expel any projectile by the action of an explosive or the frame or receiver of any weapon.
(June 13, 1995, 1st Sp.Sess., P.L.1024, No.17, eff. 120 days; Oct. 17, 2008, P.L.1628, No.131, eff. 60 days)
"Firearms" defined above specifies what "firearm" means in the following:

Long guns are exempt under 6106(b)(9) & (10) for hunting/fishing/trapping/dog training. However, handguns/SBS's/SBR's aren't exempt under 6106(b)(9) & (10) until you have at minimum a Sportsmans Permit as detailed under 6106(c).
