Rifle/Pistol in Another State (Rules,Regs,Laws)
Ok my wifes brother is interested in an AK47 and a Draco AK pistol. Both of them are in VA.
I know here in PA to do the AK47 it can be FTF no FFL required. However the Draco must be taken or shipped to an FFL to do the transfer.
How does this work cross state lines for both the AK47 & Draco AK pistol? Does he go to VA to an FFL and transfer them both there? Or does he have the person with them take them to an FFL in VA and have them shipped to an FFL here in PA for a transfer?
What do I need to know to tell him to make a proper transaction?

If they're in Virginia, they're presumably owned by a Virginia resident.
The rifle could be transferred by an FFL in either State, but FFLs are usually very reluctant to make transfers to residents of another State.
The pistol must be transferred by an FFL in the recipient's State (presumably PA).

The guy in VA could bring both to PA and have everything done at the buyers FFL here in PA. There is nothing in the law that says the person in VA MUST ship the guns. It is perfectly legal for the non PA resident to transport them himself to PA.
