    Absolutely correct!

    Rule number 1 - ALL GUNS ARE LOADED UNLESS AND UNTIL YOU PERSONALLY INSPECT THE FIREARM BOTH VISUALLY AND PHYSICALLY.

    YOU are personally responsible for every bullet that you fire;

    where it goes and what it does
    .



    Negligent discharges that result in injury usually occur because of

    ignorance or complacency or gun-handling habits that are inappropriate to

    changed circumstances.



    Negligent discharges are almost always the result of a simultaneous violation of at least

    two of the four universal rules.



    1 ALL GUNS ARE ALWAYS LOADED

    (Even if they are not, handle them as if they are.

    This is a statement of mind - not a statement of fact. Rule #1 helps you avoid

    the deadly "two tier" mindset: handling guns deliberately when KNOW they are

    loaded and with less care when you THINK they are unloaded)



    2. NEVER LET THE MUZZLE POINT AT ANYTHING YOU ARE NOT WILLING TO DESTROY

    (Keep muzzle pointed in the safest possible direction consistent with situation or

    mission, especially during administrative functions: (loading, unloading, chamber

    checking and clearing malfunctions). USUALLY this means MUZZLE DOWN - pointing a

    loaded gun in the air means the arched trajectory might hit someone)



    3. KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET

    (Reverse is also true - as soon as sights come off target, finger comes off trigger.

    The only time your finger should be on the trigger is if you want to hear a loud noise.

    At all other times, the finger must be in index position (pressed against frame above

    the trigger guard) - never floating or orphaned.)



    4. BE SURE OF YOUR TARGET

    Wondering why it was loaded in the first place...

    I remember years ago, a guy walked into my lgs and wanted to trade an old gun on a new one. The clerk checked to make sure it was unloaded, and found a round in the chamber with the safety off. It's a good thing you can't catch stupid, cuz there's no cure.

    You just cant fix stupid, but if one wants to try - a 2x4 firmly smacked upside ones head is usually a good place to start... Whats so hard about "A FIREARM IS ALWAYS LOADED" do people NOT grasp?

    That was my first thought as well. I remember an episode of pawn stars where this older guy walks in off the street and pulls a revolver from his waistband and hands it to the clerk. The clerk looks it over and says "this is loaded".

    Other then your carry weapon which shouldn't even leave the holster unless needed, no gun should ever be brought into a gun shop loaded.
