    How do you read it?

    Since 6107 provides no specific penalty it falls to the default:

    18 Pa.C.S. § 6119: Violation penalty
    Except as otherwise specifically provided, an offense under this subchapter constitutes a misdemeanor of the first degree.

    As of today (03/16/2013) is PA STILL in a state of emergency?

    If so, why?

    Is there a way to tell? Is it posted somewheres?

    With normal SOEs, I contact the Governor's Office about 45-60 days into it, and request a status report on what counties and cities are still having the disaster.

    After the last SOE for Sandywas rescinded, I did receive a phone call from John Forr, Director from PEMA on 2/15,2013. http://www.portal.state.pa.us/portal...=455607&mode=2

    I asked questions like - what counties were still affected? Why the state was still in the 'emergency' status?
    He explained that 18 counties had damage and flooding, etc.

    The best thing he said was "I do not think you need to know why we were in a state of emergency."

    So with that said, I might call him next week and ask WHAT THE HELL?!

    Honestly, it is all a money grab from the dot gov. The trunking company only had 1 million insurance.

    During a state of emergency, your ability to survive shouldn't be compromised.

    Example: your vehicle is in some way incapacitated (no gas, tree fell on it, washed down the street in a flood, etc). You and your friend/significant other/child take a five mile walk to the nearest store and you're essentially walking home with bags of money.     Looking forward to getting my LCTF, and not going to do any grocery store walks since I made sure to stock up on all essentials ahead of time.

    Think of it this way. If the state of emergency is so bad that there are no law enforcement services out there to keep the streets empty you are practically in a lawless society. I would likely treat it as so.

    I get it, you just have to read carefully. He has suspended all rules and regulations regarding bidding and contract negotiations. Helllllllooooo kickbacks. Not even sure if we could prosecute since the order specifically "I hereby waive any laws or regulations that would restrict the application and use of the Department's equipment, resources and personnel to respond immediately and effectively in demolishing, repairing, reconstructing or replacing the affected highway and related facilities, in conducting any detour operations, and in undertaking any new construction..." Think about the blank check he just wrote...

    So does the May 9th Declaration mean that the whole of Pennsylvania is currently in a state of emergency? If so, has anybody posted this in the Morrisville rally thread to give them warning about the change in carry laws due to the emergency?

    I think I saw a couple of posts in that thread concerning fathers bring their sons to the rally and handing off long guns to them once they arrived.
