Buying a pistol
Hello,
I am talking to a gentleman in Ohio about buying a glock 21, and he seems to think that even though I am a PA resident that all we need is a bill of sale for me to pick this up from him and bring it back to PA. Is there any truth to this in terms of legality? I was always under the impression that I would have to have him send it to an FFL here in PA for it to be legitimate. I do possess a PA license to carry a concealed weapon, but I don't know if that makes a difference or not. Any help or information would be greatly appreciated. Thank you all in advanced.

I believe you're right, he's wrong, and your license to carry has nothing to do with it.

The LTCF is irrelevant. He needs to have a FFL send it to an FFL in PA.
There's no such thing as a free lunch.

Why does the seller need to have a FFL on his end(Ohio)?
He doesn't.
OP:
He must send it to a PA FFL that will accept it from him and then do the paperwork for you.
He can ship it himself through a private carrier, like UPS or Fed-Ex, NOT USPS.
Make sure your FFL will accept a firearm from a private individual, have the seller call the FFL to be sure the FFL gets all the correct information.
Now, he may want to use a FFL on his end in Ohio to save some bother, but it is not a need to do thing by law.
To recap:
You need to find a FFL near you that will accept the firearm (ask about the cost upfront, you may want to call around)
Have the seller contact the FFL
Wait for the FFL to call you and then go do the paperwork and pick up your gun.
There is one other possibility, but I'm not getting into an Ohio resident traveling into PA with a firearm from out of state so we'll just skip it.

The other reason the Ohioan may need an FFL is if your FFL doesnt accept private party transfers.(some places do some dont for one reason or another) Make sure you ask them if they'll accept your gun directly from him, and let them know when it's on its way.
