Red and Green banners need re-engineering
There's simply no reason that the huge announcement banners need to exist in their present form, taking up an entire screen. We either need to be more selective about what we post up there or we need to change the way they're presented so that they're unobtrusive. Otherwise, they're just going to be ignored as noise.
My personal opinion would be to have the "headline" show up with a selector box of some kind to show the "ad" if you want to see it.
Note that I am not debating the utility of the information presently listed nor the appropriateness. My sole problem is with the presentation of it.

I'm on other forums that allow the user to turn the banner "off" after reading it. Can than toggle between on and off.
Just a thought.

at least add a collapse button so they can be minimized, so to speak.

The purpose of banners isn't to be "optional"; we use them as a way to make a broadcast announcement that's as hard to ignore as possible. If you're annoyed by them, then they're doing their job of being visible and "up front". Even in their current form, you'd still be surprised how many times I hear, "Banner? What banner? There's a banner?".
I know it's a bit much right now with all legislative announcement and all the information about Kim, but we don't often have more than two banners up at once, and some will be getting cleared out soon.

I like them, but they should be changed more often, to prevent them from getting old. For example, the Kim one, as important as it is, all members have seen it by now and everyone who was gonna donate, already has.

How so? After we've read them, they've served their purpose. After that, they're just an annoyance. Why do I have to keep scrolling past it on every page load? It's a waste of space, and a waste of our time scrolling past them over and over again. There needs to be a way to mark them read. They're especially obnoxious for those of us on mobile devices with small screens.

If anyone has any experience with plug-in development I'm sure it would be possible to create a Firefox and Chrome plug-in to give users the ability to collapse/delete them.
And for the administration to say they want them to be annoying... seriously? If people read them once and pass them over why do we need to continue to keep seeing them day-in and day-out? Because some idiots are blind? How about they start running commercials all day on Mondays, just because some people might have missed them throughout the week.
