Terror brhind the walls eastern state pen.
I called Brett Bertolino the general manager at eastern state penitentory and asked about their weapons policy and he said I can't carry their. I asked him who owns the facility and he said the city of Philly. By default I should be allowed to carry their correct?

Eastern State is operated by a private non-profit. Though I can find no documentation of same, it is likely leased to them by the City of Philadelphia. As a private non-profit, it's their space, their rules.
A similar example would be Bucks County Fish and Game. It's Bucks County property, leased to the club, who prohibit open carry on the property. There is no recourse to that rule by virtue of it being on county land.

Nope.
That analogy is bass-ackwards.
The MVC is a state agency leasing the property from a private owner.
Eastern State Historic Site Inc., is a corporation leasing the property from a municipality.
In the first case the law works in your favor.
In the second case the law works to your detriment.
Their business, their rules.

From what I hear they don't do pat downs for the normal day tour, BUT, they do for the haunted tour, I wrote about it here about a week ago.
