Berks County Sheriff Gun Safety Brochure
I took a look at the Sheriff website for Berks country. I wanted to see what they covered in their Gun Safety Brochure. In their CAQ, Commonly Asked Question, I quote "Q. Do I need a license to possess a Firearm?
A. You do not need a license to possess a Firearm; however, a license to carry is required for the purpose of carrying a Firearm concealed on or about your person, or in a vehicle within this Commonwealth. Exceptions can be found in Section 6106(b) of the UFA." "On or about your person" Apparently for them open carry requires you to have a LTCF.

Concealed - Hidden from view, not possible with Open Carry.
On Your Person - You're wearing it, either in a holster, your bra, your underpants, or somewhere else on your body.
About Your Person - Not quite on your body (see preceding), but still carried by you, as in a lunchbucket, backpack, briefcase, paper bag, etc.

Punctuation here is key. The fact that there is no comma between the words "concealed" and "on" means it's descriptive, not listing. Just like the difference between "Let's eat, Grandma" and "Let's eat Grandma" lol. Grammar lesson for the day is complete. That is all

Also, under possession:
"When carrying a handgun, the licensee shall, upon demand of a law
enforcement officer, produce the license for inspection."
