    Firearm Liability Insurance

In the near future, I will be introducing legislation that will amend Title 18 (Crimes and
Offenses) of the Pennsylvania Consolidated Statutes requiring individuals to obtain firearm liability insurance if they possess a license to carry a firearm. Currently, the National Rifle Association (NRA) offers multiple firearm liability insurance programs to its members.
According to the NRA website, firearm liability insurance offers extra protection for a person’s legal firearms and accessories in cases of theft, injury, property damage, and for civil defense costs.

My legislation would require all firearm liability insurance policies to be in the amount of at least $1,000,000 and to satis& any judgment for personal injuries or property damages arising out of negligent or willful acts involving the use of an insured firearm. The insurance policy will not cover any unlawful acts made with the firearm. If the licensing authority is notified that the licensee’s policy has either been cancelled or terminated, then the licensee’s license to carry will be automatically revoked. In addition, an individual who has obtained a firearm license or permit to carry from another state will be required to obtain firearm liability insurance within 30 days of arriving in Pennsylvania. An individual who fails to maintain firearm liability insurance
will be subject to a fine of$1,000 for the first offense.

Individuals are currently required to purchase auto insurance in Pennsylvania, and firearm insurance would be in a similar risk management category. Individuals who are injured as a result of a firearn would have their medical bills covered under the firearms’ liability insurance.
Furthermore, liability insurance would also cover any civil judgments against an owner of a firearm that may arise out of the use of a firearm.
    FYI

Realistically with the few fall session days left in the 2011-2012 session, these will not be getting passed this year, so expect them to come back up next year along with a bunch of gun control (stuff) for the 2013-2014 session.

Hmm, It would seem the judgement about Obamacare embolded and embiggened the the anti-gun crowd. While this probably won't go anywhere this session it's definitely one to watch out for.

Sooooo tired of Philadelphia politicians trying to change the state law to try to fix problems with their 135 square city miles of a 46,055 mile state.

For the love of God, fix YOUR city culture not OUR state!!!

I wonder if there's an Equal Protection argument to be had here. After all, everyone who doesn't live in a city of the first class and therefore does not need a LTCF to openly carry wouldn't be required to carry this insurance.

BTW, guys, don't know if you all noticed it or not, but our arguments are coming back around. Remember all those debates over whether or not merely OCing in Philly is enough justification for a cop to demand to see your LTCF, and one of the arguments against it was, you don't see cops pulling over every single car on the highway to check for a driver's license, even though one is required to operate a car? Yeah, that one came back at us:

Individuals are currently required to purchase auto insurance in Pennsylvania, and firearm insurance would be in a similar risk management category.

We need to get rid of that "City of the First Class" bullshit!
They only use it to oppress its citizens from what I see.

How about we require politiicians to carry a minimum of 1,000,000,000.00 insurance out of their own pockets for failure to do their jobs, failure to vote the will of the people and for wasting our time. For every lie they get caught telling, for every bribe they take, for every flip flop they do a public flogging with a barbed wire whip.

I think there's another angle here worth pursuing. The poor, who tend to live in the worst areas (and thus are the most vulnerable to needing self-defense), will be unable to exercise their rights if this bill were to pass. This seems eerily familiar to the claimed fallout of having Voter ID, which Representative Waters voted against. In fact, here is Rep Waters' own statements on the Voter ID bill:

Pay particular attention to everything from 1:08 to 1:40, but continue to listen. Everything he's saying in this video can be turned around to oppose this bill.

I guess some rights are more equal than others.

ETA: This also impacts the rest of us. As insurance only gets more expensive with time, eventually, more and more of us will be "priced out" of the right to carry.
