Is there a way to do it myself completely or partially? I've never attempted it, and have no problem taking the time to do it right.

Depends what action your planning on using and if you have the right tools,equipment and skills, Easiest route wound get a savage action ,get a good quality blank and get them to turn/thread and chamber it .Pick out the stock you want and go shoot

Google savage barrel change. More simple than others. Get a savage long action with DBM, change barrel, add stock, Profit!
