Question about Non-Resident LTCF
Hi...
My son is in the military, and currently has paperwork pending in NY for his CCW. He will have an interview with a judge when he gets back from Afghanistan in a couple of months. Then the judge will make the decision whether to grant him the permit, or not.
His father passed away 2 months ago, and I am now having to sell the house. I'm hoping he has his interview, and the judge makes his decision before the house is sold. Technically, he will no longer be a resident of NY. He'll be coming and going from my house here in PA.
What must he do in order to CC here in PA? Is there anything I can do to expedite the paperwork for him? I have his power of attorney.

In Lancaster county it took me a grand total of 20 min and a $20 bill to get my LTCF. In PA you have to go to the county Sheriffs office and fill out some paperwork. A decision must be made within 45 days I believe. In most counties you will walk in with money and walk out with a PA LTCF like I did. Other counties in and around Philly are a hassle. Which county will he be a resident of. Here is the PA form that can be filled out ahead of time. Some counties will have their own forms to be filled out.

Since he will no longer be a NY resident, I don't think he will get the NY permit.

While as a NY resident - some rural counties of NYS issue pretty much on a "shall issue" basis - even many full carry permits. Per the Heller decision, the restricted "residence" permits really cannot be denied.
But once the guy becomes a PA resident - any NY permit is no longer valid. I don't understand. If he will become a PA resident soon, why even bother with the NY permit since, I don't believe, no other state gives reciprocity to a NY permit anyway... so what's the point of getting one since it seems that NY won't honor it once he becomes a PA resident?
