I don't think such programs are really intended to attract responsible gun owners. They're intended to get people who have guns that are on the margins to turn them in for less than they're worth. IMHO, that's fine; that many less people to confront.
Maybe a counter-advertisement should go out from a gun dealer... $100 for any unwanted firearm (with no issues on its s/n). Will be re-sold to a responsible owner. Or destroyed if it's been abused to death. The net result would probably be profitable.

I guess it's safe to assume, or maybe hope, that some folks who are unlawfully posessing firearms, see the light and get rid of them to the point that they can get a little something for them. Yes, looking at this situation through "lawful" eyes, makes little sense, knowing how much some of these firearms cost us to purchase.
...and they have a plan...

The township building is public. Just sit outside. When someone comes to the program ask to see what they have. If it looks good (and legal), offer them cash and then head to Ready, Aim, Fire just around the corner for the transfer (if needed)

Ya beat me to it!! KI was going to suggest a sandwich board wearing, open carrying patriot with a few extra bucks standing out front playing 'highest bidder'. Sign could say something like, "I'll give you $25 bucks more than they will inside". Public Property, I don't see how they could 'legally' have a problem with it.Of course, as you pointed out, it would entail a visit to a FFL down the street. No biggie!!

Buying some of these guns could be risky. Nobody wants to wind up with a gun that's listed in the NCIC database of stolen guns or has been reported stolen. You'll only get the chance to explain yourself after you've already been charged with possession of a stolen firearm (maximum of 10 years under federal law.)
