You could not have completed your PA state income tax form for 2011 if you did not answer line 25. If you wrote zero and purchased anything online or in another state and brought it back here you committed tax fraud.

Out of 6.2 million tax returns 103,000 people reported use tax. I'm guessing more than 103,000 in Pennsylvania bought something online and didn't report it. I can't say I blame Pennsylvania for trying to capture this revenue, but I don't think expecting people to report it on their own is going to give the desired results.
