They'll probably shoot both dogs. Or at least shoot the wrong dog.

Its amazing how something like this changes your relationship with neighbors
I had a neighbor's dog continually come over and piss all over my patio. I liked the dog and realized it was the owner's fault and as it was not viscious, I did not want to hurt it.
After complaining and hearing denial from the owner, I went to Agway and purchase some deer repellant. It was the worst smelling liquid I have ever experienced, somewhere between skunk, annus, vagina, and parts unknown. The first time I sprayed it on the dog, when the dog went home I heard screaming coming from the house that was about 600 feet away. That solved the issue for several months. When it started again, I just repeated the step. The neighbor finally gave the dog to a better home.

That's the funniest shit I've heard this month.
Points for creativity. I'm going to file that one away for future use.

I don't have any legal advice for you. But I will tell you this.
If anyone shot my dog for barking or tresspassing they'd be catching a bullet themselves. Murder rap or not.
/My dog barks agressively at my neighbors all the time. Though I would never let me dog tresspass on a neighbors property and he is a fenced yard. My advice to my neighbors is if you don't like it move.

So you're willing to commit murder over your dog? Nice to know.
Rules are written in the stone,
Break the rules and you get no bones,
all you get is ridicule, laughter,
and a trip to the house of pain.
