good LTCF for my fiance?

She is somewhat familiar with guns and has finally decided she wants to learn more, and buy her own. Trouble is, she's an OH resident. No reciprocity. That would make too much sense. Not sure on a wedding date, so we're not sure on a PA residency date.

Which state offers a hassle-free nonresident permit that will cover both PA and OH? I know FL is one, but IIRC it requires fingerprints and completing a course. Not that completing a course would be a bad thing, are we looking for something that doesn't exist and better off just having her applying in FL?

Why not just have her get an Ohio permit then apply for PA non-resident?

time is a factor, other than that, there'd be no reason not to.

If she gets an OH permit, PA Centre Co Sheriff, Denny Nau will issue a PA non-res very quickly, (I've heard) in about a week. Here's a link to the form and instructions:
