    Per the UFA, your references can be anyone that isn't related to you, and they can live anywhere on the planet. If they reject you because your references are not living in Lehigh County, then you can appeal it and win.

    Likelihood is Rossi's office will not even bother checking. You should be perfectly fine & I personally would not bring it up with his office.

    I don't recall the UFA saying anything about references at all.

    Ok, I always get that confused with the form designed by the PSP. Since the PSP put it on the form, I guess in a tangential way it could be part of the UFA.

    As far as I can tell the references requirement is one of the "provisions" which the PSP is allowed to set.
    The form may contain provisions, not exceeding one page, to assure compliance with this section. Issuing authorities shall use only the application form prescribed by the Pennsylvania State Police.
    The PSP form only specifies "NOT FAMILY MEMBERS", so that's the only disqualification.

    (Assuming, arguendo, that the references requirement is even legal under the UFA.)

    from what the lady at the counter told my wife it could be anyone in Pa that are not your family.. i think you will be ok
