    The thing is, their website isn't law. The law is available for all to see. They can't require anything for a LTCF outside of that law. The law states they must issue unless x,y,z. Their requirement is not a part of x,y,z.

    Absolutely not. The State Law is that the Sheriff must issue a LTCF according to the law. Local Legislation may not contradict, override or otherwise supersede State law. It is a State License, not a local license. By doing anything contrary to the Pa UFA the Sheriffs department is in violation of that statute, violation of any UFA statute is a misdemeanor of the first degree unless otherwise specified.

    There is a provision within the UFA that allows the sheriff to add up to one page of provisions in order to conduct their "investigation" and comply with the licensing process. It's a loophole that some use to complicate what is supposed to be a simple process, or at least that is my opinion on the matter.

    Frankly I would apply, and use whatever references you have and see if they deny you.
    My guess is they won’t especially if you push the matter.
    If it gets complicated apply for a FL or AZ non res permit, and chuck the finger to the sheriff, and please, please take him to court.

    well i haven't made the move to Indiana yet, so i'm thinking that i could get a utah ccw before i make the move and then just use that because they are a reciprocal state.

    anyone see any problems with that?

    Although I'm not sure how Utah handle a change of address.

    I would recommend getting a Utah permit but I would also get the PA LTCF so that you don't have to worry about stay 1000' away from schools. It would be good to have the Utah permit until you get a PA LTCF and it can be used as a backup and if you ever travel out of state.

    I would apply once you get to PA and see if they approve without meeting their "requirements" in regards to references. They might just do that to scare off people who don't know any better.

    Renewal of that Utah license would be a problem. Their law states that you must have your home state license (and provide a copy) if Utah and that state recognize each others license/permit in order to have a Utah permit.
