Cops do not ever want to look bad or admit they are wrong.
They aren't going to leave until they either:
push someone enough for them to react and then arrest them
get the business owner to throw them out
pull a couple people to the side and give them a stern "education"
sell the illusion to bystanders that their presence was "successful"
etc.
OC'ers would have done better to stay together, refuse to engage in ANY conversation and flat out just ignore them. If the police continue to harass them... tell the business owner to throw them out (the cops) or call 911 and tell them you are being harassed by several men that are carrying firearms. You are simply trying to enjoy lunch with 14 of your friends and there are 4-5 guys dressed in all blue with guns that keep interrupting your meal
