I have heard/used that phasing when shooting bullseye matches.
The RSO was usually in the middle of the line of shooters and would announce a specifically scripted announcement, something like this:
"This is the first stage of timed fire - 5 rounds in 20 seconds.
With a magazine and 5 rounds - load."
The following was then said to a cadance so the shoot could anticipate the starting buzzer:
"Ready on the right
Ready on the left
Ready on the firing line
BUZZER or "Commence Fire""
Normally the ready comments were more statements then questions - sort of "on your mark, get set, BANG" at a track or swim meet. If you had trouble loading your weapon or were not ready you could yell out and delay the start (to some embarrassment).

Yes it's a question and there should be about three second delay in between each range command for a shooter to say that they are not ready. If someone is not ready, then they will wait and restart when the shooter is ready to go.

Agreed...and there should be a raised hand to accompany the vocal not ready to remove any confusion.

At Wicen's they need an answer, whether it's a yes or no, which is the way it should be. You should never assume that everyone is ready just because no one says "no."
