If you're buying your AR from a dealer you have to go through the PICS paperwork. Is this what you mean?

If you're building a AR pistol from a stripped lower receiver that you currently own, then no.

for a short period of time when buying stripped lowers you had to do the same paper as buying a handgun. thankfully no longer.

The FFL is to require you fill out the state SP4-113 form along with a 4473 when the AR is actually assembled as a pistol with a barrel less than 15".

When it is only a bare receiver or built as a rifle - only the federal 4473 form. When it is a bare receiver you must be 21yo because it is not a long gun, nor handgun, so it is marked as "other firearm; receiver."
