Senate National Right-to-Carry Reciprocity Bill
Just an FYI to everyone that is following the HR 822 bill. There is now one in the Senate. I got the info from Sebastian's twitter and was very puzzled. Here's the press release though.

Washington, D.C. -- In an effort to remove burdensome red tape that limits the ability of legal concealed carry permit holders to carry concealed firearms into other states that allow them, U.S. Senator Joe Manchin (D-W.Va.) has joined a bipartisan group of Senators in introducing the National Right-to-Carry Reciprocity Act of 2012.
Under the legislation, an individual with a valid ID and concealed carry permit would be allowed to carry a concealed handgun into any state that allows residents to carry concealed firearms.
“This commonsense legislation would cut down on the layers of regulations facing law-abiding Americans who have the right to own guns and use them responsibly,” Senator Manchin said. “If we can streamline and simplify some of our rules governing gun ownership, everybody wins – especially the 65,000 West Virginians who hold concealed carry permits.”
The legislation also says an individual who is ineligible for a concealed carry permit in his or her state would not be allowed to obtain an out-of-state permit in a state with less restrictive eligibility requirements, and use that permit to carry a concealed handgun in his or her state.
The Senate bill, endorsed by the National Rifle Association (NRA), is also sponsored by Sen. Mark Begich (D-Alaska) and Sen. Mike Crapo (R-Idaho). A similar bill passed the House last year with a vote of 272-164.
The executive director for the NRA’s Institute for Legislation Action, Chris Cox, praised the Senators for introducing the bill and said it is critical to protect Second Amendment rights.
“Over the last two decades, the NRA has led the way toward a brick-by-brick restoration of self-defense laws throughout the country. National Right-to-Carry reciprocity is yet another step forward for law-abiding Americans," Cox said. "Citizens aren't immune to crime when they cross state lines, so it is only reasonable that they have an effective means of protecting themselves and their loved ones while in other states. The NRA thanks Senator Mark Begich for introducing this measure in the U.S. Senate, along with Sens. This is an awful bill. Thing like that should remain in states' discretion. If we give the federal government power to GIVE us things we'll give them power to take it (or something else) at the same time. Just give them few more years.

Pro-gun on it's face, anti-gun on the details it seems.

the federal government all ready has the power to give and take away.
They already GAVE us the 2nd amendment this just removes a barrier the anti gun bigots have added.
As far as 822 its flat reciprocity just like drivers licenses. there is no federal permit. and frankly no reason any gun owner should be against this. Especially here in PA where we border several bigot run statesLast edited by Finch00; March 13th, 2012 at 03:52 PM.

According to the NRA Press Release, it's S.2188. As of the time of this writing, the bill's existence hasn't made it to the Library Of Congress website (thomas.loc.gov).
Already been debated to death in the HR822 thread. Without seeing the text, I don't know what it actually gives or not, but if it prohibits the states from infringing on our rights, then it's a checkbox in the correct column. There may be portions that are checkboxes in the "OH HELL NO" column, too.
I guess we'll see when the text is available, but if the part you quote is included in the bill, this is definitely a "OH HELL NO" bill.

BULL DUNG. Just like mandated 55MPH max, they can and WILL leverage it any way they like. Example, unless you make Bars off limits, Mandate 1000Hours of training, AND have a $100 charge to go to the Victims Defense Fund, we will not honor your permit or give you XXXX funds. Just like when the Patriot act was proposed, everyone said, unless you're pro terrorist you'll support the bill, after all it's a good government and they'll never abuse it. This is just another camel nose in the tent where we've been making great strides at the state level, and they feel threatened.

What if someone lives in a state with tough restrictions, can't get a CCW at home, goes to a state they can qualify for a CCW and gets one so they can carry when in that state, say for hunting purposes or the like? Could they then carry everywhere EXCEPT their home state or does that language mean they will the be denied outright and unable to carry at all?
