SBR Question?
I have a 16 in barrel ar. The barrel is 11.5 in with a 4.5 muzzle break on it. I want to make it a SBR. What form do I fill out for the lower? Some one told me that I need a gunsmith that deals with class 3 weapons for my muzzle break to be removed? Can someone clear this up for me? Im new to all this NFA stuff.

You need to do a form 1.

When that is approved you can have the muzzle brake removed.

Any gunsmith that is capable can do this, since you will only be leaving the upper with them. You also need to engrave your name (or trust name), city, state on the lower, I think the barrel is ok now too.

You don't need a Class 3 FFL to do anything.
Just do the Form 1, plus the other associated stuff(prints, photos, declaration). Send it all in with a check for $200.
Once you get your stamp back from the ATF have any smith remove the muzzle attachment.
