Where is LTCF valid?
A friend of mine has his LTCF issued from Luzerne County. He is moving to Butler County. His present LTCF still has 4 years before it expires. Does he have to immediately get a Butler County one or is the Luzerne County one valid for 4 years, even though he now lives in Butler County?

He is GTG. It's valid until it expires or is revoked regardless of where it was issued.
He should however inform the new sheriif where he is moving, so he can get his reminder for renewal in the mail. Although to be honest in my experience that didn't happen.FUCK BIDEN

That's correct to the best of my knowledge, it's valid statewide and no change of address, transfer or update is needed.
Informing of the address change is a good idea so it will be on record and 'official info' will match in the event that it's checked out, and to be sure the renewal reminder will be sent to the correct address but I think it would be more prudent to inform the issuing Sheriff since that's the office the renewal reminder will be sent from.
I don't have a short temper, I just have a quick reaction to bullshit.

the only problem with changing addresses is that they want to revoke your current license and issue you a new one, requiring you to pay $20 again and wait again...
atleast this is what i was told by sheriff's office a del county.

Oh gee what a surprise DelCo has their own rules
Pretty sure revoking a LTCF for the purposes of generating income isn't one of the listed prohibitions that can trigger a revocation.

Where they get the average person here is that most aren't knowledgeable or confident enough to butt heads with the officials, therefore opt for paying the $20.00 fee (or whatever they decide they want to charge) because it's easier and less expensive than paying for legal council and taking appropriate action toward putting an end to the abuse.

when I moved form phila to bucks co I made the effort to go to Doylestown to get a new ltcf. The sheriff said he would just change the address in the system and use the old one till it expired then come back to renew . Two years later i renewed with no problem. Didnt cost me anything till it expired and then they turned it around in 10 days........gotta love Bucks County!
