Re: 124 grn winchester ranger + P
I'm a Ranger dealer. What you see is tumbling media that got stuck to the primer sealant. It is normal and does not interfere with anything.
Side note, I purchased 1k of this from S&G because I do not stock factory seconds. It is reject from a Federal contract for encapsulated training ammo. This may be the only time we ever get a chance to buy this ammo I probably will regret not buying more of it.

Re: 124 grn winchester ranger + P
I dont think the Ranger-T is rejected ammo.
SGAmmo has been stocking it for a long time
I beleive that LE have to buy it from winchester, but there is no law against selling it to civilians.
Hornady is more strict with their real TAP ammo, thus it is harder to find, but ranger seems to normally be available.
Edit:
Nevermind were talking about the FMJ, not Ranger-T
