Its not exactly the easiest thing to restore your own gas service. The meters are outside and they turn and padlock them, so you REALLY gotta make a effort to cut that lock off and turn that dial. Yes, you can do it.
They use a tool that fits over the slot to turn the handle. Most *homeowners* would have to resort to using channel locks or vise-grips, which would be usually obvious to an inspection.
But after reading this, there is a shitload of info missing.....so bla bla bla

In the older homes, gas meters use to be in the basement.
