if you buy 100 handguns from 100 different dealers atf would never be notified unless the pics people did something.

in short. there is no federal limit on how often you can buy a gun and there is no pennsylvania limit.

the reason that the law requires dealers to notify atf if someone buys two or more in a week is that they use that to look for straw buyers. atf has said that states with one gun a month rules have actually hampered their efforts to catch straw buyers because now the bad guys have multiple girl friends buy one gun each instead of one girl buying a handful at a time.
Don't know if anyone in the ATF has come out on the official record with this, privately they have said so.....

Anyway It’s just plain common sense as you correctly point out, all one gun a month states do is raise the cost of doing business for illegal straw buyers.

Then there is NO easy way to track them to anyone single source, so its does make the job tougher to Indentify & catch illegal straw buyers.

BTW multiple gun reporting forms worked really well with fast and furious now didn’t they?

You actually made me choke on my tea laughing when I read this……

Several session ago In PA we had several battles over trying to stop them from passing one gun a month, we generated a lot of documentation to show exactly the common sense PaBimmerGuy stated and why states have repealed there failed anti-gun "feel good", expensive, non effective experiments with one gun a month.

If you want some info here was a joint PAFOA effort on this subject to fight passage of one gun a month in PA.

To OP , Others have already covered its perfectly legal to buy as many firearms as you want for yourself at any one time.

As to why anyone needs to buy more than one gun a month, rights as well as all of our Freedoms are not just based on need

Several people have been lucky enough to win more than one firearm at a gun bash, or wanted a matched set, or lucky enough to come into some extra cash to buy several at one time is still legal in PA.

Basically yes, if they visit you because of the multiple sale report, they will ask you to physically show them the guns or the paperwork where you legally sold them. I've had this happen to several friends and family members. My cousin collects single action revolvers and he will buy complete collections to get the one or two he wants (when the collection is being sold intact not by the piece). He then sells off the ones he doesn't want. The BATFE inspected him several times but haven't for a number of years now. Another was a friend that was an instructor and bought 10 S&W 622's and 422's for his training classes. He showed them th guns and they were satisfied. When I had my compliance check this year, I asked if they looked for certain things. He said if they saw someone buying a whole bunch of Jennings .22's, etc. at the same time that would probably raise some eyebrows and a flag that they would probably want to go visit the buyer.

So in the spirit of "don't talk to the police," what happens if the owner refuses to show the firearms/paper trail?

yes, they what to know if you still have the firearms, if not, the current disposition of the firearms.

this is the anti-strawman sales/trafficking bit.

what exactly do you think will happen?

they will get a warrant, and you will be violated, and if you're lucky, not killed.

with enough multiple sales reports you absolutely can and may receive a visit from the ATF, I personally know 2 people who have... and the ATF showed up with the multiple sales forms.

Well, I should be expecting a visit anytime...
