This tangent is how the thread got locked before--just sayin'.
But I don't think he's joking. I started the tangent last time: "safeties" that prevent the gun from going off until you shoot it are not really safeties; they're part of the proper working of a gun. No gun should go off until you shoot it.
What Excel is calling a "hard safety," like the 1911 safety, prevent you from shooting the gun until you deactivate the safety. If it turns the gun into a paperweight[*], it's a safety. If it prevents accidental (and I mean accidental, not negligent) discharges, it's just part of the gun's normal functioning.
