I must have misunderstood the proposed bill. I thought it would allow a licensee from any state to carry in ALL states (just like the LEOSA) -- which would create a silly situation under which people from 49 other states could carry in Illinois and Washington, DC, but residents of those two jurisdictions could not.

Anyone have a link to the actual text of the proposed bill? I need to enroll in remedial reading 101, it seems.

Found it. Article is correct -- Illinois would be off-limits.

I think that is because Illinois doesn't issue carry permits. Not like NY, NJ and California, which do issue permits but make it very hard to obtain one.

That is correct, but that's the part I didn't understand initially. I naively thought this law would be like the LEOSA, which DOES allow current and retired LEOs to carry in Illinois.

Several of the IL congressmen were talking publicly about a special amendment to add IL(and DC) residents to get any OOS permit and carry in places that LEOSA would also allow for. It didn't make it though.
