Whoever told you that is either pulling your leg, or they had already given you rep and the system only allows once per person and only so many total in a given time period, or they are new and either aren't able to yet, or don't know how to do it.

As I understand it, your rep power doesn't show up until you have 50 posts here.
I just sent you rep and it worked fine on my end.

Post Count < 50, rep doesn't show up until Post Count => 50.
