LTCFirearms: Means you may legally carry a firearm as defined by the UFA concealed on your person or inside your vehicle. It does not give you license to carry anything other than what's defined in the UFA.

Many of the devices you listed I believe are listed as verboten, and since you're in Philly that includes your standard everyday pocket knife.

    Short answer: NO

Preemption only covers firearms, so those other items are subject to local laws which will vary from county to county, and town to town.

As Streaker said, your LTCF is only to carry firearms.

Also all of the items you mentioned could be considered a prohibited offensive weapon, and are subject to some "gray area" legislation:

    § 908. Prohibited offensive weapons.
    (a) Offense defined.--A person commits a misdemeanor of the
first degree if, except as authorized by law, he makes repairs,
sells, or otherwise deals in, uses, or possesses any offensive
    weapon.

    ...

    (3) This section shall not apply to any person who
makes, repairs, sells or otherwise deals in, uses or
possesses any firearm for purposes not prohibited by the laws
    of this Commonwealth.

    ...

    (c) Definitions.--As used in this section, the following
words and phrases shall have the meanings given to them in this
    subsection:
"Firearm." Any weapon which is designed to or may readily be
converted to expel any projectile by the action of an explosive
or the frame or receiver of any such weapon.
"Offensive weapons." Any bomb, grenade, machine gun, sawed-
off shotgun with a barrel less than 18 inches, firearm specially
made or specially adapted for concealment or silent discharge,
any blackjack, sandbag, metal knuckles, dagger, knife, razor or
cutting instrument, the blade of which is exposed in an
automatic way by switch, push-button, spring mechanism, or
otherwise, any stun gun, stun baton, taser or other electronic
or electric weapon or other implement for the infliction of
serious bodily injury which serves no common lawful purpose.

    + 1

Honestly when my girl doesn't carry her xdm she always carries a
little tape recorder with me talking about her parents on it.. In the event that she has a confrontation she knows to just put it to her ear and press play.

would a manually operated folder fall into the definition. it seems to read pertaining to auto or auto assisted knives.

I think they we're referring to your spelling of "nunchaku," or "nunchucks," in English.

    It could fall under:

"...or other implement for the infliction of
serious bodily injury which serves no common lawful purpose."

Regardless, that is the state law, but you also have to be compliant with local laws which could be much more strict. AFAIK folders are pretty much completely banned from carry in Philly.
