out of state permit or ltcf ?
If u have an out of state permit or ltcf etc.. I know philly has the law for out of state ltcf etc.. but u can carry anywhere else in pa ..what if u get caught in philly on your way to another place in pa ..like scraton ,besalem etc .?

The ordinance in Philadelphia is illegal in regards to out of state permits/LTCF, provided they are a States that PA has a reciprocity with/honors.IANAL
