    Good Morning Mr. Metz,

    Your request to carry a firearm needs to be done formally in way of a written petition to the Pennsylvania Gaming Control Board’s Office of Enforcement Counsel. Your request will need to be investigated and a hearing scheduled before the Board in order for your request to be considered. Your formal petition can be sent to:

    Pennsylvania Gaming Control Board
    P.O. Box 69060,
    Harrisburg PA 17106-9060

    § 465a.13. Possession of weapons within a licensed facility.
    (a) Individuals, including security department personnel, are prohibited from possessing any deadly weapon as defined in 18 Pa.C.S. § 2301 (relating to definitions), stun gun or other device designed to injure or incapacitate a person within a licensed facility without the express written approval of the Board.
    (b) The prohibition in subsection (a) does not apply to:
    (1) Pennsylvania State Police assigned to its Gaming Enforcement Office.
    (2) An on-duty officer or agent of any local, State or Federal law enforcement agency when the officer or agent is acting in an official capacity.
    (c) To obtain approval for the possession of a deadly weapon, stun gun or other device designed to injure or incapacitate a person within a licensed facility, an individual shall be required to submit a written request to the Board which includes:
    (1) An explanation of the compelling need for the possession of the deadly weapon, stun gun or device designed to injure or incapacitate a person within the licensed facility.
    (2) If the request is for possession of a firearm as defined in 18 Pa.C.S. § 6105 (relating to persons not to possess, use, manufacture, control, sell or transfer firearms), proof that the individual holds a valid license to possess the firearm.

    (d) A slot machine licensee shall post in a conspicuous location at each entrance to the licensed facility signs that may be easily read stating the following:
    The possession of a deadly weapon, stun gun or other device designed to injure or incapacitate a person by any person within this licensed facility without the express written permission of the Pennsylvania Gaming Control Board is prohibited.

    Anyone willing to chip in with compelling argument, besides PA Constitution and the fact, that our rights to bear arms shall not be questioned? I'm very curious, whether I'll be able to get the permit or not, so I don't want to mess this up. So if anyone has an idea for the well written formal request - please, share it with the group.

    Also, I'm not sure what do they mean in orange, since I don't have license to "possess". Do they mean carry or they really think some sort of license is required here to own a gun? Should I ask for clarification, or will it be wiser not to irritate them.

    A much better tact would be to challenge their authority to make any such regulation regarding the possession of firearms given the new Act 2011-10 (aka HB40) where the following was added:

    18 Pa.C.S. §6109
    (m.3) Construction.--Nothing in this section shall be construed to:
    (1) Permit the hunting or harvesting of an wildlife with a firearm or ammunition not otherwise permitted by 34 Pa.C.S. (relating to game).
    (2)Authorize any Commonwealth agency to regulate the possession of firearms in any manner inconsistent with the provisions of this title.
    Arguably this would render 058 Pa Code § 465a.13 impotent.

    This doesn't mean that a casino operator cannot still ban guns using the trespass statutes but it will mean they have the option of allowing guns.

    As for your chances of getting Board approval - none if you're just John Q. citizen.

    I think it still worth a shot.

    I don't want to challenge their authority until it's necessary (let's say after they deny me), since it will take more efforts than the other way.

    Ask them how many PSP are on duty at any given time to protect who knows how many patrons.
    Ask them why they don't wand patrons for weapons upon entry.
    Ask them to escort you to and from your car.
    Ask them what is the response time for local police if something happens.

    I have made a personal decision to only go where I can legally carry. The courthouse is ok because everyone goes through a metal detector. I don't use the post office, I go to my local Ace hardware store that has a post office inside.

    I don't leave my gun in car. Especially, not in places like that. So I'll need escort from and to home

    PSP has significant presence there. Very significant. Beats the hell out of local PD. But that won't matter, of course, for the shmuck, that is being robbed at gunpoint on the parking lot.
