Bundy was a charismatic confidence man, who lured unsuspecting women into dropping their guard. How would most hold-ups relate?

Perhaps, but we don't have anything backing that up. It's either the government forcing the rules upon the business, or the business hiding behind government to impose the rule.
Which one it is is important to know.

Robbery is not the only crime on this planet. If criminals realize they have a pool of unarmed victims....what's to stop other criminal types like serial killers or rapists from frequenting the area in search of victims.
Ok...so I'll avoid parking lots. Is there anything else I should change in my life to accomodate criminals??

Just another conspiracy theory. It would be important to know, but just how transparent to do you think those facts are?

Probably not very transparent, but going through the process for the petition could provide a lot of insight.
The way I see it there's no downside to doing this.

Either way, the government made the rule, so they will have to answer for it. Just as well, casino owners could post no guns allowed, and be able to, if privately owned.

Yes, valet parking is an option, but some people don't want to pay for it.
Some don't, but if you're a regular patron, it's comped, except for a $2 tip.

They don't, but these guys arn't compleatly stupid. They are inside looking to see who hit's big. Don't stand there waving it around, "Oh look what I did today." Right in the pocket, or get a check.
No question the fault of the roberies are the thugs, but don't make yourself a victim. A little personal responsibility and thought.
