It depends on if PA has a reciprocal agreement with whatever state.

When I had a FL license my PA tickets did apply points on my FL license. And a Texas ticket applied points to my PA license.

Few years ago got pulled for 48 in a 35 in NJ. Asked the officer directly "do I get points on my license even though I live in PA?" She said "Yes."

First hand experence about 5 years ago. Small town in NJ speed trap. Went for the court hearing. Traffic court session was scheduled in the evening, and was very busy. They were not a daily event.

Everyone not represented by a lawyer, meet with the DA before the hearing. Had a chance to plea bargin to a lesser charge or fight the original. Plea was to change the ammount over the posted speed limit, which had a reduced fine and 2 points instead of 4, but was advised that the points were not reported to PA. NJ drivers did not plea to the lower speed, they had the option to change charge to a reckless driving one. This had a larger fine, but no points. Most took that option.

I watched my insurance bill, and there was no change, nor were any points mentioned.
