Question about in car concealment in PA
Is it true that in PA your handgun must be concealed ( either on your person or in a case) that is to say you couldn't have it on your seat or in a holster mounted to your center console?

Not true.
You can have it anywhere in the car...assuming you have a LTCF or a permit from any other state.

If the handgun is in your car it is considered concealed no matter where it is. To have a loaded handgun in your car you must possess a LTCF or a similar license/permit from a state with reciprocity.

While in a car, reciprocity is not necessary.
18 Pa.C.S. § 6106: Firearms not to be carried without a license
(a) Offense defined.--
(1) Except as provided in paragraph (2), any person who carries a firearm in any vehicle or any person who carries a firearm concealed on or about his person, except in his place of abode or fixed place of business, without a valid and lawfully issued license under this chapter commits a felony of the third degree.
(2) A person who is otherwise eligible to possess a [FN1] valid license under this chapter but carries a firearm in any vehicle or any person who carries a firearm concealed on or about his person, except in his place of abode or fixed place of business, without a valid and lawfully issued license and has not committed any other criminal violation commits a misdemeanor of the first degree.
(b) Exceptions.--The provisions of subsection (a) shall not apply to:
(11) Any person while carrying a firearm in any vehicle, which person possesses a valid and lawfully issued license for that firearm which has been issued under the laws of the United States or any other state.

It is not considered concealed simply because it's in a car. You need a License To Carry Firearms to transport a loaded firearm in a vehicle. It has nothing to do with concealment.
This is why some people are so adamant about calling it a License To Carry Firearms rather than a concealed carry permit or some other name that may be applicable in other states. Our LTCF does not require concealment, it allows it, it also allows several other privileges, transporting in a vehicle being one of them.
I hope this helps to clear it up:
§ 6106. Firearms not to be carried without a license.
(a) Offense defined.--

Let me rephrase that. You need a license to carry a loaded firearm in a car just like you do to carry concealed. You cannot carry a loaded firearm in a car without a license.
